新的媽祖文化園區BOT案包含了一座舉辦活動的媽祖圓形劇場，舊建築再利用的文化村與一棟兩百房之觀光旅館。澎湖山丘作為其中唯一新建的地景建築，在降低對媽祖像的視覺衝擊同時，抬高的地面提供訪客全景視野，並成為澎湖灣的文化地標。旺季時，媽祖歡迎各地的訪客在此交流。淡季時，著名澎湖天后宮的信徒們在此休養生息。

As a part of Build-Operate-Transfer Mazu Cultural Park development containing a Mazu amphitheater, a cultural village and a hotel of 200 rooms, Penghu Hill is a landscape architecture project shaped to lower visual impact to the Mazu Statue, meanwhile, elevated ground provides panoramic view for visitors and becomes a cultural landmark of Penghu Bay. During peak seasons, visitors gather to enjoy workshops, concerts and hotel facilities. During off seasons, Penghu Hill becomes a destination of mental therapy for the pilgrims of renowned Tianhou Temple.
