概念上回應當地常年東北季風展開全區規劃，入口軸線上的主要服務樓以簡潔的水型開口反映天空多變的顏色成為主要入口意象，一種對多變自然的反思。
While the master plan responds to fierce North-eastern prevailing wind, the main service building on the main axis of the plan takes simple shape of water-drop as façade opening, containing changing colors of the sky to present an architectural icon of water desalination plant, a rethinking of the changing nature.
